prohibited from referring a child for a comprehensive evaluation (Gag Order). If
teachers are aware that a child is demonstrating some ADD or LD characteristics,

between students with 94-142 (IDEA) handicapping conditions and those whose
handicaps stem from Sect. 504 of the Rehabilitation Act.
