          I have your letter and materials of July 17, 2001. Dr. Kissinger is travelling this week. I will review the materials and discuss them with Dr. Kissinger next week when he returns. Therefore, I will not be in a position to discuss this with you further until after the July 23 date mentioned in your letter.
